Open Enrollment - How to add Approval Process so that transaction doesn't update database automatica

Using PUM 29, PeopleTools version 8.55---

When an end- user is using an Open Enrollment Activity guide to perform annual enrollment (Fluid Open Enrollment), the database is being updated whenever he/she changes personal detals, etc.  How do I configure so that it kicks off an approval process so that it has to be approved before being committed to the database?  Users are not allowed to directly update the database for some things - there needs to be a final Admin approval after the end-user requests the change.
