Default a Custom BI Template on Seeded Concurrent Report (Onsite Setting LOV Problem)

I created a new custom BI Publisher (RTF) template that uses the same data definition (same data definition and concurrent program code). I want to set this new custom template as the default but I cannot seem to find/pull the new custom template in the LOV under Onsite Setting to set it as the default for the program "PSA Encumbrance Detail Trial Balance Report". I believe I followed the proper steps to attempt to set the new custom template as the default template but under system administration > Programs > update > Onsite Setting, only the seeded template comes up
