why 'Get Users Data' BO is inactive on Siebel Open ui 2018.11?

We want to integrate Oracle IAM with Siebel 2018.11; the IAM's connector code contains : " get_busObject = this.sDataBean.getBusObject("Get Users Data");" and " m_busComp = get_busObject.getBusComp("Get Users Data");" , but after migration from Siebel HI to Siebel Open UI, BC/BO "Get Users Data" is inactive, by default; is there any reason for being inactive, or there're another BO/BC which have to be used?
