ADM Import Failed

We are currently on Siebel Public Sector 18.12.

We need to move data (e.g. State Model, Views/Responsibilities, Data Map, etc) from one environment to another using ADM (Synchronize).  The Export worked on the Source environment.  The Import is always failing on the Target Environment.  The error is:

ObjMgrBusServiceLog Error 1 000011ad5cdc69d0:0 2019-05-17 12:05:16 (emtservicebase.cpp (8379)) SBL-SVC-50333: Import Failed

Has anyone encountered this problem? What was the issue/resolution?
