Oracle 19c vs 18c vs 12c

Rookie questions regarding Oracle database.

Will Oracle release new database version every year ( 2018 -18c    2019-19c)  ?

Traditionally whenever there was a new database releases  9i,10g,11g,12c they came out with tons of new features,

Is 18c,19c a complete new database compared to 12c ? I mean will 18c,19c also come with lots of features compared to previous versions ?

Why is Oracle releasing new database versions every year ? Is it to keep pushing customers to new versions every couple of years and generate more revenue ?

Any other feedback is appreciated.
