Question on Encumbrance Trial Balance Initial Balance Population Process

We've just added the Encumbrance Trial Balance Detail Report, and as  Pr-requisite step we have to run the program "Encumbrance Trial Balance Initial Balance Population Process".  We ran this initial program for current period and report looks good.  Do we need to re-run the process every period month? or every time we want to run the report for new data Or is this a one-time process only?  

I did find the solution below to initiate the report period name LOV, but we need clarification on when this "inital balance population process" should be run.  Thank you.
