When correct history is used in HCM, the changes are not loaded to ELM

I'm wondering why, when correct history is used on job data (usually a row is deleted) this change does not get updated in ELM?  We have had to fix a lot of mismatched job information between the two applications.  Does anyone know what the reasoning behind this might be?

We are on ELM 9.2 image 16 and PT 8.55
