Users except weblogic are not able to see BI Publisher Report in OBIEE 12.2.1.3

We recently install and configure OBIEE 12.2.1.3 in single node machine. We migrated 12c production ssi to new development using exportServiceInstance and ImportServiceInstance. We are observing related with BI Publisher. All users except weblogic are not able to run any BI Publisher report. We do checked permission between Production and Development and all security permissions are matching as we copied entire service instance.  Our Production 12c is cluster environment with two node and all BI Publisher reports are working fine but keep failing on development environment.

We are getting error as "oracle.xdo.XDOException: oracle.xdo.XDOException: java.rmi.RemoteException: O9XNZMXB:  access denied for user  to path /shared/Human Resources/Workforce Profile/Census Walk/OBIEE- Reports/Census Walk Summary - Waterfall.
