no legal entity found in accounting setup afer legal entity creation

I want to setup new ledger, my process step is below

1. create value set

2. setup accounting flexfield

3.setup calendar

4.enable currency

5.create new exchange rate type

6.setup new legal entity

7. setup accounting setup, but no value of legal entity lov when I try to assign ledgal entity in accounting setup

does anybody meet this issue ? I need help to solve this issue

My ebs version is R12.2.8
