WorkAround for setting a maximum hourly rate

On the Earnings Code table the Maximum Hourly Rate field is informational only.  Does anyone have a work around they developed to set a maximum hourly rate for an earnings code?  We have a TRC mapped to an earnings code.  When time is paid to an employee using the earnings code, the employee is paid at their normal hourly rate, but the rate paid cannot exceed $60.  Thanks for ideas.
