W4 Payroll Data-Loading US Withholding Federal and State tax cards

Hi,

We tried loading federal tax cards using PBL but got error saying PBL cannot be used since HSDl is used earlier to load the data.When queried in oracle support,from 18C update PBL cannot be used any longer for new tax cards,only way forward is HDL.

Have anyone loaded this data earlier for US LDG?If so,please provide some inputs
