How can I turn off REQ_CHNG_APPR_NOTIFY?

When an ePro requisition change order has been approved, notification REQ_CHNG_APPR_NOTIFY is sending an email to the buyer.  The email is going through integration broker queue EOEN_MSG_CHNL.  We currently have that queue paused so the emails do not get sent.  I want to use that IB queue for other notifications/alerts.  How can I turn off REQ_CHNG_APPR_NOTIFY?

I have tried to enter a system level override that has the disable email notifications turned on for REQ_CHNG_APPR_NOTIFY, but that did not work.
