Workspace issue

Question regarding Workspace: we are using Siebel 18.12 , issues is with the delivering the workspace, after delivery of workspace  changes are not reflecting on UI, but with inspect button we can see our changes on UI, we try flattening the ws and also full publish was successful without any errors.... checked the log its using the latest version of the workspace .. any help is highly appreciated
