Uploading explorer file to Oracle

Does anybody found a reliable way to transfer an explorer file of size 18mb to oracle support. I tried the MOS file attach and curl without any luck. MOS screen freezes after I select the file to upload. Curl fails with a message "Unknown SSL protocol error in connection to transport.oracle.com:990".  Support was not able to offer any alternatives other than request the explorer file should be uploaded before they can look at the issue.
