Can you make a DFF required only if part of the field is true?

Our users are requesting to make a DFF (work order) required only if FERC1 of the Account is 1070. If the FERC1 is anything other than 1070, the DFF should not be a required field.  Please see attached picture.

Is that possible with just a simple configuration?  All I see is a checkbox to make is required or not; but nothing that will depend on another field.  Thanks in advance
