18c Global Service Manager (GSM/GDS) "status service" shows blocked and GDS does not failover to ava

Hi all,

When running the "status service" command from within GDSCTL, the status of the service shows "blocked".

This is due to the fast that we intentionally shutdown the listener on the associated database, so I understand why it indicates blocked.

Our intention of shutting down the database was to simulate a database failure; however GSM did not failover over to the other available database. A manual "relocate service" failed with an ORA-12541: TNS:no listener.

Upon starting the listener and then shutting down the database, then GDS did an automated failover to the other available database.

As a result, some questions have come up around the following:
