oradim command could not create control file.

Dear all.

When I run following command at Oracle 18c environment on windows2016 machine

"oradim -new -sid SCAIKDB2 -intpwd <password> -startmode auto -pfile %ORACLE_HOME%\database\initSCAIKDB2.ora",

I encountered following errors and messages in alert.log

alter database mount exclusive

2019-05-23T23:37:00.105541+09:00

ORA-00210: cannot open the specified control file

ORA-00202: control file: 'D:\ORACLE\PRODUCT\18.3.0\DBHOME_1\DATABASE\CTL1SCAIKDB2.ORA'

ORA-27041: unable to open file

OSD-04002: unable to open file

O/S-Error: (OS 2) The system cannot find the file specified.

Errors in file \ORACLE\diag\rdbms\scaikdb2\scaikdb2\trace\scaikdb2_mz00_3936.trc:

ORA-00202: control file: 'D:\ORACLE\PRODUCT\18.3.0\DBHOME_1\DATABASE\CTL1SCAIKDB2.ORA'
