Can I close a denied requisition?

All of our requisitions have to go through approvals and budget check.  Occasionally some of those requisitions get denied and will never source to a purchase order.  Is there a way to close these requisitions?  When I try to close it, it's not allowed because it is not budget checked.  It won't budget check because it is denied.  I can't cancel it (usually a 1 line) it via the Select Action drop down in Manage Requisitions-Cancel does not appear.  I can't cancel it by editing the requisition because it is the only requisition line.

How can I close these types of requisitions?
