Web Tools Sign In Takes almost 400 seconds

Has anyone experienced slowness in logging into Siebel Web Tools?  For us it has been consistently slow, averaging 380 seconds to load the first View after signing-in. If so, how did you resolve this?

In parallel, I have also logged an Oracle SR for this issue. (SR 3-20148261241)
