Why are sales orders that exceed the Planning Fence days and are smaller than the forecast consider

Item 400 is a manufacturing part.

1.The F4102 MRP is set as follows:

    Planning Fence Rule: C- Within the planning fence :Customer Demand / Out of  planning fence:Greater of Fcst or Cust Demand

    Planning Fence :5

2.Sales order:

3.Forecast:

4.Calendar:

5.R3482 Process Opration:

6.P4021:

Both June 1 and June 2 are non-working days, Out of  planning fence, and the forecast quantity of these two days is greater than the sales order quantity, but it seems that MRP use the recommendation message generated by the sales order quantity instead of the larger forecast quantity.

On June 8, also a non-working day, the normal logic-MRP generates the number of suggested messages using the forecast quantity.
