In E1 9.2 Transportation Implementation Guide, can options and equipment be assigned on both the shi

In the E1 9.2 Transportation Implementation Guide E63954-02, two sections in Chapter 14 Planning Transportation give, what appears to me, contradictory information about assigning options and equipment.

In 14.4.1.2 Load Builds, the fifth paragraph states "You can assign options and equipment at the load level, but not at the shipment level."

In 14.4.1.4 Options and Equipment Assignment states "You can assign options and equipment to a shipment or to a load."

Am I missing something or do these statement offer contradictory information? Can you assign options and equipment (accessorial charges) to a shipment that is on a load, and then assign options and equipment to the entire load?
