Need blinking cursor in Oracle Linux

OS: Oracle Linux 7.6

Oracle Virtual Box

Question:  I cannot see blinking linux cursor on my linux shell.  I have searched google and tried following command, but I still don't see any blinking cursor.

$ setterm -cursor on
