BIP client side installation

hello to all

this my first question on yours Forum

'cause Oracle forms/reports 12c will go awaynext release and among some tools I would like use BIP  to replace all my rdf file created by oracle reports (thousand reports), I use it sing 2004

My question is

is it possible install and use only Bip (desktop?)  standalone, and not install all stuff to deploy (web logic ...)?

a sort of forms 12 standalone, to create reports but testing them qhen I pass on weblogic server?
