DB Initialization fails with "Unable to uncompress file sse_utf8.dbz"

Hi All,

SIEBEL Tools Version : 15.13.0.0 SIA

Issue: DB Initialization for Local DB(SSE_DATA.DBF ) is failing with following Error

UpgradeLog UpgradeError 1 000000025cec2104:0 2019-05-28 08:41:56 Unable to uncompress file sse_utf8.dbz .

UpgradeLog UpgradeError 1 000000025cec2104:0 2019-05-28 08:41:56 Copy file action failed (Unable to copy file sse_utf8.dbz to c:\Siebel\IP2015\Tools\local\sse_data.dbf).

UpgradeLog UpgradeError 1 000000025cec2104:0 2019-05-28 08:41:56 Error executing action (Installing template database).

UpgradeLog UpgradeInfo 3 000000025cec2104:0 2019-05-28 08:41:56 Status Message (Errors encountered)

Finding : This issue is related to SIEBEL Tools installed on Windows 10 OS Whereas DB Initialization is working fine for same user in same environment in old and current windows 07 Machine setup. Also Connecting to Server tool is fine with same SIEBEL tool.
