On quoting, how charges are recalculated and what triggers that recalculation...

We have run into a problem, that we have identified in quoting, and need to understand how charges are recalculated and what triggers that recalculation.

We updated the formulas for freight in quoting earlier this year, but we noticed that we are not seeing the revenue as we expected.  Some testing revealed that unless the users click the "Price Quote" button in the form, it does not recalculate the header charge, and we think that is why we are not seeing the revenue we are expecting.

Beyond that button, what triggers quoting to reprocess/calculate that charge?

I have attached the issue with more information along with screenshots. Please advise how to get the total unit price.
