Licensing and upgrade

I cannot seem to find an authoritative answer on this ....

We have perpetual licenses for SE-2 and are currently at 12.1.0.2.  I'd like to upgrade to "18c" or "19c", which I understand are really 12.2.0.x with new marketing  labels.  I'm pretty sure I'm free to make these upgrades, but have not been able to locate an authoritative document on same.  Would appreciate link to such document.

One prod/test server pair uses ASM as well.
