adadmin status 'Wait' Control Code 'Quit' or "Done'

We upgraded the R12.2.3 11.2.0.4 database to 12.1.0.2.   There were all kinds of problems. 

One problem left is the exit and home button on framework pages is an X.

oracle told me to run abunch of adadmin command, the first one being '- recreate grants and synonyms ' and said technically, it doesn't require a down time.   That doesn't mean you can do it during business hours. As when  'recreate grants and synonyms' ran, it immediately invalided 4800 objects. I killed it with cntrl c.  Now adcntrl shows the admin Grants/Synonyms as still running and I can't get rid of it.  What is the best way to get rid of the fnd_install_processes table?  The problem is I am trying to apply a patch and i get the message: The table FND_INSTALL_PROCESSES created by AD Administration already exists
