Unable to install weblogic framework in windows 2012 server machine

Hi Team,

Iam trying to setup weblogic and  BIP (12.2.1.3.0) service in windows 2012 machine. But when i try installing weblogic framework, am getting error as mentioned below.

java –jar fmw_12.2.1.3.0_infrastructure.jar

Error: Could not find or load main class ?jar

I have installed java with version jdk1.8.0_202. I have set environment variable as below

set JAVA_HOME=C:\Program Files\Java\jre18.0_202

set PATH=%JAVA_HOME%/bin:%PATH%

Kindly help in getting this resolves as iam unable to proceed further.
