I've seen the initial error in many posts and have followed the steps outlined in the following note to resolve but the step to run the txkEBSDomainConfig.pl is failing.

The bin folder has not not recreated by this process which may be the expected result since it failed to deploy.

12.2 E-Business Suite Upgrade Completes Successfully, But When Starting The Instance Process OPMNCTL Is Missing (Doc ID 1953456.1)

I've created an SR to try to address but haven't had a response yet, and we're behind on our project timelines significantly and I would really appreciate some advice if possible.

I'm struggling to identify the root cause of the issues, thanks for the help.
