Budgetary Control - query about Project and Task settings

Hi,

We are using R12.1.3.

I have a question about Project Budgets, and Budgetary Control.

Here's a screenshot of a Budget from a test system:

And going to Tools > Budgetary Controls, we see

The Control Level at Project level is Absolute...

However - I have noticed that if there is e.g. £50,000 Budget against e.g. Task 4, I can still raise a REQ for £50,000 against Task 1, even though it has no Budget against it.

Is that because there are Controls at Task level, which are set to None?
