Can you change chartfields on a multi-line PO that already has vouchers against it?

The line we want to change does not have a voucher against it.  The PO is 3 lines and only line 3 is vouchers.  Users want to change chartfields on line 2 but they are grayed out.  I thought you could change it if there were not vouchers against the specific line?
