I am unable to delete a denied TA

Please help me understand why a denied TA cannot be deleted. I am on PS 9.2 image 30 and I am listed as an authorized expense user for the traveler. The TA is in a denied status but when navigating to Travel Authorization/Delete and searching for the employee there is not a TA to be selected for delete.
