Oracle Projects error ORA-06508 when we try approve budget

Hi Community, when we try approve budget for all my project the system show us "Approved Cost Budget" could not be baselined.  ORA-06508 in  Package PA_BUDGET_UTILS Procedure BASELINE_BUDGET, I applied DOC ID 1482844.1 but issue persist. We version is 12.1.3. Can Someone help us please?
