12 BI Publisher File Data Source Connection not working.

We have given the OBIEE service id access to a shared (PII secure) network location that is not on the server. We have taken care of firewall groups/rules, etc. However, the connection does not work. It shows 'File Root Directory' but none of the files in the directory. All the files are .xls not .xlsx. I also found in the jbips.log this error: File-based configuration not supported: Cannot locate configuration source binanserverconfig.xml. Does that mean I need to add something to that config file? Any help would be appreciated.
