Tools 9.2.3.3 and doc 2464399.1 local web shows only blank web page

Hello,

I completed installation of a full package and local web (WLSH4A) to a Windows PC after workaround of the document below:

JD Edwards EnterpriseOne Tools Release 9.2.3.x Updates Known Issues and Workarounds (doc id 2464399.1)

I launched local web from ActiveConsole but only a blank web page comes up.

What can solve this problem?

JD Edwards EnterpriseOne 9.1, Tools Relase 9.2.3.3 -- Doc ID 2531955.1 workaround is done

Enterprise Server: Windows Server 2016, SQL Server 2016 SP1

Deployment Server: Windows Server 2016

Fat Client: Windows 10 Pro, JDK 1.8_152 64bit, WebLogic Server 12.2.1.3
