When going through the ESS process in 9.2 the P085563 Form Displays

Hi,

My client is upgrading from 9.1 to 9.2 and we are experiencing weird issues with ESS.  When an employee goes through the NHR process after they enroll in the H&W plans instead of flowing to the next plan which would be HSA, this screen appears:

Some plans are checked (Like Tobacco Surcharge) other are not and must be selected (Like HSA Employee Contribution).  The current Categories By Benefit Group setup in 9.1 and 9.2  is like this:

I know the Category Rule controls this, but why would 9.1 just flow to the next category and display the eligible plans, but 9.2 is displaying a check box window? And the setup is exactly the same.  Did something change or am I missing something else.
