Price Book using Primary and Secondary

in Advanced Pricing - EBS (MOSC) Question

My question is related to creating a price book for a specific customer. We have one primary price list with no items and the customer specific price lists are secondary. I found this post from several years ago but cannot locate the enhancement request (Reference enhancement request Bug 9262857 - PRICE BOOK FUNCTIONALITY WITH SECONDARY PRICE LISTS.)

Question #1 - was this functionality added and why can't I locate the EH/bug in MOS?

In that same post (Doc ID 2281843.1) the following is stated:

One would need to create a price book with Pricing Basis = Price List, Price List Name = <each of the secondary price list names individually>
