oracle-database-preinstall-18c-1.0-1.e17.x86_64.rpm won't install

Installing Oracle18c in a Redhat8 vm running in OVM on Ubuntu 16.0.4. The curl command works wih no errors and downloads the preinstall rpm package, then the yum install fails with:

# yum -y install oracle-database-preinstall-18c-1.0-1.e17.x86_64.rpm

Updating Subscription Management repositories.

Last metadata expiration check: 0:23:53 ago on Fri 31 May 2019 03:22:58 PM EDT.

Can not load RPM file: oracle-database-preinstall-18c-1.0-1.e17.x86_64.rpm.

Could not open: oracle-database-preinstall-18c-1.0-1.e17.x86_64.rpm

Yes I am using root. No there is not an oracle user created yet. I have verified the file exists and tried various permission combinations, even the dreaded 666.
