3 xdf jobs fail during patch 8919491, error is ORA-01882: timezone region not found

These 3 xdf jobs have the same issue with ORA-01882 and give a java error stack

Assigned: file fnd_cp_delivery_options.xdf on worker  4 for product fnd username APPS.

Assigned: file fnd_soa_log_category.xdf on worker  5 for product fnd username APPS.

Assigned: file fnd_soa_request.xdf on worker  6 for product fnd username APPS.

Exception in thread "main" java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1

ORA-01882: timezone region  not found
