Can we assign a definition access set directly to a user

Hello -

We are running Oracle EBS 12.2.4.  We have a requirement where we want to restrict different FSG reports to different Users, regardless of Responsibility.  Is this possible?  The Oracle GL Implementation Guide says:

"Definition Access Sets allow you to 1)  Assign a user or group of users access to specific definitions 2) Specify what actions can be performed on secured definitions for a user or group of users."

I only see where you can assign Responsibilities to Definition Access Sets, not Users.  Can someone explain how we can assign these at the User level?
