Can't see any sip messages coming in on a sip interface

I installed ocsbc SCZ830p3 on hyper-v with HA (2 hyper-v hosts with sbc installed on each). Subsequently I configured a realm, steering-pool, sip-interface for an access-realm for sip-phones. I did the same for a registrar-proxy configured as a session-agent. Both realms are on the same media interface. A local-policy is in place to route incoming REGISTERs to the proxy. Then, when a phone tries to register I don't see any sip messages coming in on the sip interface???. The media interface is ping-able from both realms on it's so called floating-ip. I copied most config from an ap4500 sbc. Can
