R03B16A No records created in F03B16 nor F03B16S

After data migration from World to E1920, I ran the R03B525 and then the R03B16A, and while the USER and PID fields were updated in the F03B11, I have no records in the F03B16 nor F03B16S.  Any ideas on what I missed in the conversion?
