Transfer order pricing

When one of our locations (we call them profit centers) has an item that they can't sell, they may choose to sell/transfer it to another one of our locations at a discount. Say the item in inventory at location 1 has an average cost of $100, and location 2 decides they will take it off their hands but only at a discounted cost of $80. Today, we have to first adjust the cost at location 1 down to $80, and then we can use a transfer order (ST/OT) to move the material. Is there any way to do all of
