Acknowledgement Framework

Does an Acknowledgement need to be setup as part of an activity guide.  My ideal state is to create a Tile on the ESS Homepage.  A user would click on the tile and land on a simple acknowledgement where the user reads text, can open/click a link to the legal terms and agreement language and then simply click an opt in check box.

Or do I have to build an activity guide and add the acknowledgement as a step within the guide?

Any guidance and notes would be appreciated.
