Cannot get E1 Standalone 9.2 to run for non-admin user

I keep getting the 'JDB9900556 - Failed to start local Oracle database services. InitEnv failed.' even though the E1LocalTNSListener is already running.

It's installed on a virtual pc with Windows 7.  It runs fine if the user had Admin privileges, but it's against policy to make users local admins.
