Release Held Orders (P43070) display

We have the ability to simultaneously have multiple holds in effect for a single order.

Ex: I currently have a single order that is on 4 different holds. When I go into P43070, only 2 lines are displayed, which causes our users to think there is a mistake.  Is there a way to make P43070 display ALL holds in effect on one display?  There seems to be plenty of room.
