Self Service W4 - Future termination cannot access the page

We have a scenario where employee goes to change the W4 and get the W4 search page. The employee is currently active but future termination.

She is not terminating until 8/1/19 and wants to change her taxes now. We have had several employees called and we cannot tell them it's because they are termed

because they have not yet been notified that they are NOT reappointed for next fiscal year.

The component search record looks at max effective date of Job data with HR status - Active.
