Agreements Transaction Ledger only shows completed transactions

When I create an Agreement, and then assign a Sales or Purchase order to that agreement, I should be able to see that Transaction in the Transaction ledger.  Instead, all I can see is the completed sales and purchase orders.  Newly created ones don't show up.

How can I determine what the current consumption and provision for an Agreement is base on all outstanding Purchase Orders and Sales Orders related to that agreement?
