Self-approval on requistions

Hi

We are on Peoplesoft 9.1. We have a scenario where we do not want a requester on a requisition to also be an approver on their own requisition. We do not have self-approval turned on at the approval process definition.

What we are finding is that users can manually insert requesters into workflow and it will self-approve (screenshot below).

The system also lets you manually reaassign a requester into workflow and replace an existing approver.

Is there any way to prevent this?
