datapatch -verbose errors ORA-29532 when applying April 2019 PSU

I have three databases (oradb1, oradb2, and oradb3) running on a single RedHat Linux server.

We applied ./datapatch -verbose on databases oradb1 and oradb3 successfully. But with the database oradb2, it returns two ORA-29532 errors. Also after we compile with utlrp.sql we are still left with about 60 SYS invalid objects. We are wondering why for only one oradb2 database this is not working.
